The Terastal Starter Sets (Japanese: スターターセットテラスタル Starter Set Terastal) are a collection of two Standard Decks for the Pokémon Trading Card Game. They are released alongside the Raging Surf subset in Japanese on September 22, 2023, and in Traditional Chinese on September 29, 2023.

Alongside the release of Raging Surf, two 60-card pre-constructed starter sets focusing on type-shifted Terastallized Pokémon were released.

These sets include:

Each starter set premiers a type-shifted Pokémon ex based on the Pokémon featured in the deck. The decks include a number of Trainer cards and Basic Energy cards. Each set comes packaged with a sheet containing 44 damage counters and 2 status markers, a player's guide, a coin, and a two-player playmat.

Several cards that debuted in these sets were introduced in Paradox Rift, the rest were introduced in Paldean Fates.
